Za posledních téměř 200 let byla na dostavbu Staroměstské radnice vypsána 1 oficiální a 8 neoficiálních soutěží, v jejichž průběhu bylo vytvořeno přes 500 architektonických návrhů. Za jeden z hlavních důvodů neúspěchů minulých soutěží je považována absence představy o odpovídající náplni navržené novostavby. Dnes, v roce 2010, vhodnou náplň stále neznáme. Domníváme se však, že pro realizaci dostavby Staroměstské radnice není navržení funkce zcela zásadní. Nedáváme si za cíl funkci najít, ale vytvořit hmotu odpovídající místu, jakýsi kontejner schopný pojmout jakýkoliv program. Potřeba využití objetu se může během staletí měnit.
There were 8 official and 1 nonofficial competitions for the Old Town Hall in the last 200 years. More than 500 proposals were designed, but the site is still empty. One of the main reasons of the failure in the last years was the absence of the functional program. Nor today in the year 2010 we still do not know what the best usage could be. From our point of view the presence of the program is not the essential point. Our goal is not to find the function, but to create a form that match in the site, a container that can contain whatever program. Because the function demand differs through the ages.
PROGRAM
Tempo dnešní doby se bude do budoucnosti neustále zrychlovat. Informace jsou šířeny rychlostí nedávno nepředstavitelnou. Chápeme-li informace jako základní hybatel změn, trendů a postojů společnosti, architektura na tento stav musí reagovat. Otázkou však zůstává, kde začíná a kde končí úloha architekta při realizaci schránky bez funkce.
Nowadays life’s tempo is still accelerating. The information is being transmitted by a speed that was unbelievable just a few years ago. If we perceive the information as a basic factor of changes, trends and attitudes of our society, architecture must be reflecting this estate. The question that remains is where does the role of an architect begins and ends while designing a container without a program.
ÚLOHA ARCHITEKTA
Architekt při návrhu tedy nepracuje s funkcemi v domě, může však tvůrčí rovnici převrátit a z výsledku odvodit neznámou. Dostává se tak do role, v níž vytváří objemy bez pevné vazby na předem známou funkci. Předmětem našeho zájmu se stávají další parametry, a to především význam domu ve vztahu k místu a celému městu, zkoumáme měřítko náměstí samotného stejně jako měřítko náměstí v rámci Prahy. Architekt tímto silným gestem podněcuje zájem společnosti o náplň domu.
Výsledkem je tedy hmota výrazově i měřítkově odpovídající důležitosti místa a vnesení do společnosti diskuse o funkci domu. Dosažením zájmu veřejnosti o téma vzniká interakce mezi architektem a občany. Výsledkem však není odpověď, nýbrž sebereflexe veřejnosti.
Medializací projektu vznikne vhodné prostředí (veřejný zájem a mínění) pro najití nejkvalitnější funkce, jenž může udávat obraz celého náměstí.
An architect is not working with the function in the building as he usually does, but he can invert the procedure of creation and get the unknown from the result. So we are proposing a volume without knowing the program. Our behalf is the importance of the building in the reference to the place and the city, we are examining the scale of the square itself so as in context with the town. An architect is initiating the interest of the society by this strong gesture.
The result of our work is the form reflecting the scale and importance of the area and setting down the discussion about the function of the object. Our goal is to initiate the interaction between the architect and the citizens so that everybody can feel included into the process. The result of the discussion is not an answer but the self-reflection of each of us. We need to include the public in the process, make them think about the problem and at least make them simply accept the idea of building just anything there.
An appropriate environment, public interest and will to look for the best function can be set down through the media.
VĚŽ
Dostavba Staroměstské radnice není pouze téma výplně prázdného místa v prostoru náměstí. Jde o nový dům v samotném srdci České Republiky vyžadující nejvyšší možnou formální důležitost. Takovýto význam podněcuje úvahy o zásahu do panorama Prahy novou pražskou věží, stejně tak podněcuje imaginaci o náplni objektu. Stavba se nenechává omezit úrovní římsy, ale směle se hlásí mezi stávající výškové dominanty.
Rebuilding the Old Town Hall is not just the point of filling up the empty site at the square. It is a new building in the heard of Czech Republic itself that inquires our best formal attention that this case is about. The importance this building encourages boldly the thoughts about the panorama of Prague by the new erected tower so as encourages our imagination of the function inside. The new volume is not cut down on the height of the cornice, but without a fear rises up in between of temporary height dominants.
